Leslie Smith was a Senior Planning Enforcement Officer with Chester City Council for ten years. He has degrees in Public Administration and in Police Studies with post graduate qualifications in Planning Enforcement and Town and Country Planning. He has appeared in Public Inquiries and Hearings as well as producing Written Representations for appeals. He has a great deal of experience in deciding applications for Certificates of Lawful Development.
As well as planning appeals he has acted as a witness for the Council in proceedings in Magistrates Courts and the Crown Court as well as being involved in civil proceedings in the High Courts, in Chester, Manchester and the Royal Courts of Justice. He has worked with barristers from the leading planning chambers. He is an Associate Member of the Royal Town Planning Institute and has sat on the General Assembly.
He is also a member and former Chair of the National Association for Planning Enforcement. He represented the RTPI on the Government Task Force into Gypsies and Travellers. He has given lectures on planning enforcement matters in Warrington, Manchester and London and is a regular contributor to planning discussion on-line forums.
